London team will add defender Andre Santos from Istanbul for 7 million euros in the near future.
The 28-year-old footballer has been playing in Turkey since 2009, when he arrived from his native team "Corinthians" in Brazil.
Santos represented the Brazilian national team in the 2009 Confederations Cup, but did not make it to the squad for last year's World Cup.
In this year's "Copa America" tournament, the player again represented his country, but missed an 11-meter penalty in the quarterfinal match lost to the Paraguay national team.
Last season, the defender played 25 matches in the Turkish league and scored five goals.
Arsenal will also sign a contract with Monaco striker Park Chu-young.
