UEFA President Michel Platini supports the idea of introducing a new card that would allow players to be removed from the field temporarily.
The former member of the French national team believes that insults to referees have become a modern football epidemic.
Platini wants referees to have the ability to send offending footballers to a separate bench outside the field for ten minutes.
"The white card should in no way be confused with the yellow card, which is given for physical fouls," the Frenchman clarified.
The President also expressed a desire to allow team coaches to make more substitutions. Two new players could enter the field after a break, and three more players could replace their teammates during the match.
