Vice President Adriano Galliani did not justify Gennaro Gattuso's behavior, but insisted that he was provoked.
The captain of the Milan team is facing sanctions after pushing and later headbutting Tottenham's coach Joe Jordan during the Champions League match.
"What Rino did is unpleasant and wrong. But he was provoked and should not be punished," Galliani said.
According to one of the Milan officials, Jordan provoked the 33-year-old Gattuso several times, who is known for his impulsive character.
