If this decision is indeed made during the voting, the changes will take effect from the next season. This summer's transfer window will close on August 31, almost three weeks after the match between London's "Arsenal" and "Leicester City."
The new system will help avoid situations like those involving Ross Barkley, Gylfi Sigurdsson, or Virgil van Dijk. None of these players are certain about their future, so they have not played in the first games, but they have also not been sold.
However, before the start of the season, "Premier" league clubs will not only be able to buy new players - they will also be allowed to sell them to foreign teams. Therefore, this will not solve all problems - for example, Philippe Coutinho could be sold to Barcelona under the new rules.
