European football officials took issue with the English intention to establish an Independent Regulatory Authority to oversee the licensing system, which would ensure the sustainable operation of clubs, provide greater control over owners and directors, and give fans more influence in making key decisions.
UEFA asserts that in case of non-compliance, sanctions would also apply to Premier League clubs, which could be removed from European tournaments.
The 2028 European Championship will take place in England, Wales, Northern Ireland, Scotland, and the Republic of Ireland.
