FIFA General Secretary Jerome Valcke mentioned that technology helping to determine whether the ball crossed the goal line in football could appear within 12 months.
An alternative to this technology could be two additional referees placed near the goal lines. This has already been tested in last season's UEFA Europa League tournament.
However, the so-called "goal-line technology" system could be implemented earlier.
Asked whether there could be changes in refereeing by the 2014 World Cup, Valcke said: "The probability is very real. The decision on additional assistant referees will be made in 2012, and regarding the goal-line technology - maybe earlier. Perhaps during a meeting in March."
Valcke added that the review of video footage would ruin football: "I support the goal-line system, but I don't like video replay. It would kill the game. Of course, it would be easier for the referees, but football would die.
"We would have to stop the matches. In the last 10 minutes, when there are crucial moments, we would have to stop two, three, or four times to make sure the decision is correct. You can see the video in a few seconds, but making a decision - no."
And he added: "However, this is my opinion, not FIFA's opinion."
