FIFA is planning to consider changes to football rules that would allow referees not to count goals scored unfairly or violating the principles of fair play.

These discussions were prompted by an episode in the English championship match between Liverpool and Sunderland. The visiting defender Michael Turner played the ball back towards goalkeeper Simon Mignolet before a free kick, so that he could restart the game.

However, Liverpool's forward Fernando Torres reacted quickly - as the rules state that the ball was touched and moved, the Spaniard took possession of it, dribbled past the surprised opponents, ran towards Mignolet and made a pass to Dirk Kuyt, who only had to score a goal into the unguarded net.

"Everyone in the stadium knew Turner did not restart the game," complained Sunderland's manager Steve Bruce.

Officially, Liverpool did not violate the rules, but FIFA will seek to prevent such scenarios in the future.
