Steven Pienaar should join the London team in the near future.
The 28-year-old footballer's contract with Liverpool expires next summer, so the club agreed to sell him for about 5 million euros.
London's Tottenham also made an offer for Pienaar, but financially it did not match Chelsea.
"Steven has not yet agreed with Chelsea," said Everton manager David Moyes. "But we allowed his representatives to negotiate with the London club. Tottenham cannot do that because they offered less."
Last season, the South African national team member was named the best player at Everton.
