Another capital city team, "Tottenham", also competed for the arena, but "West Ham's" offer seemed more acceptable.
"Tottenham" wanted to demolish the stadium altogether and build a new one without running tracks, offering to invest in athletics elsewhere as compensation.
Meanwhile, "West Ham" agreed that the 80,000-seater stadium would be converted into a 60,000-seater arena suitable for football, cricket, and athletics after the games.
