The world and European champion Spain refused a special invitation to participate in the "Copa America" tournament organized by the South American Football Confederation.
Additional two guest spots in the tournament to be held in July for 12 teams were offered to Mexico and Japan, but the latter initially declined due to a natural disaster.
However, Spain did not accept the invitation, citing a busy schedule as the reason.
It is said that Japan may change its mind and still resolve the issue of its participation.
