Brussels received an offer from London for 18-year-old forward Romelu Lukaku.
The Belgian club had discussions with the English team back in June, but now Chelsea has taken real steps.
It is said that Lukaku, who has scored two goals in 10 matches for the Belgian national team, could cost around 20 million euros.
"Now, even at such a young age, Romelu has enough money to buy whatever he wants. That's not a problem for him. But he wants to be a great footballer, so he doesn't have his head turned," former coach Yannick Ferrera said about the footballer.
In the Belgian league last season, the forward scored 16 goals in 37 matches.
