In the future, during matches, coaches may be allowed to make not three, but four substitutions.

It is reported that FIFA is considering the possibility of legalizing an additional fourth substitution. However, it would only be used during extra time, aiming to prevent footballers' injuries and maintain the quality of the game throughout the full 120 minutes.

There is also active discussion about the implementation of goal line technology. It would allow referees to use modern technology to determine whether the ball crossed the goal line. However, the final decision on this issue is likely to be made only after the 2012 European Championship.

The decisions regarding changes to football rules are made by the International Football Association Board.
