Brochures have been distributed to law enforcement officers in Ukrainian cities hosting the European Football Championship, stating that police officers are prohibited from collecting sunflower seeds and asking foreigners for cigarettes.

The brochure distributed to officials is called "Meeting Euro 2012". According to the Ukrainian portal "poltava.pl.ua", the brochure provides information about the European Football Championship matches, and the prohibitions are listed in a section called "Forbidden for the policeman".

Here is the full list of prohibitions:

  • No collecting sunflower seeds.
  • Excessive interest in sports events or other events if it hinders duty.
  • Smoking in unauthorized places or while on patrol.
  • Spitting on the street.
  • Consuming alcoholic beverages, specifically beer.
  • Eating in crowded places.
  • Violation of uniform wearing rules.
  • Violating traffic rules.
  • Unreasonably refusing to help those in need.
  • Communicating disrespectfully, carelessly, and rudely with colleagues and citizens.
  • Openly discussing, mocking, or making fun of unusual Ukrainian customs, clothing, or behavior.
  • Asking foreigners for cigarettes or souvenirs.
