As reported on the FIFA website, "Barcelona" violated the regulation on youth transfers from 2009 to 2013, even ten times, so it was necessary to take action rather than just prevention.
FIFA has banned "Barcelona" from carrying out two cycles of transfers of players between clubs, both domestically and internationally, and fined the team 450,000 Swiss francs. Additionally, within 90 days "Barcelona" must resolve and sign peace agreements with the ten entities whose rights were violated by the Catalan club when buying young players.
As for the Spanish football federation, which allowed "Barcelona" to register players under the age of 18 without complying with the regulation, they were fined 500,000 Swiss francs.
