"Hypercube" proposes to divide European national teams into three divisions based on ability. The top 16 teams in the highest division would enter the European Championship without any qualifying rounds. The authors of the announcement believe that by reducing the calendar of national team competitions, it would be possible to expand the Champions League from 32 to 48 teams, and in the league itself it would be possible to play not 125, but 269 matches.

G-14 stated that these proposals from "Hypercube" should not be viewed as the official position of the "Powerful club." However, all football analysts noted that the "Hypercube" proposals associated with G-14 were circulated just before the FIFA Congress starting in Munich.
