The leaders of Bremen confirmed that the contract with defender Mikael Silvestre should be signed soon.
The 33-year-old footballer left London's Arsenal after last season and is now a free agent.
"The negotiations have progressed significantly and are going smoothly," said Werder's sports director Klaus Allofs.
The German club secured a place in the Champions League group stage on Tuesday by eliminating Genoa's Sampdoria.
